Contractor invoice processing at volume
Key Takeaways

Contractor invoices stall at site sign-off, variation checks, and retention. Track each hand-off, automate routine checks, and give one person responsibility for verifying the work.

  • Site approvals and unresolved variations can keep contractor invoices waiting for days, even after finance receives them.
  • Automating matching and routing speeds up processing while leaving work quality and disputed variations to the right people.
  • Retention and stage payments need clear records showing what is payable now and when the balance becomes due.
  • Tracking approval wait times by site and approver helps identify where invoice queues are actually slowing down.
  • Assigning approvers, backup owners, and escalation rules early prevents invoices from sitting idle when key people are unavailable.

A contractor can finish the job on Tuesday and still be waiting for payment next week. The invoice itself may take minutes to process, but site checks, variations, approvals, and retention can keep it moving between teams for days.

At volume, those delays add up. The fix is not to automate every decision. It is to know where invoices wait, automate the checks that do not need judgement, and give the right person ownership of the decisions that do. Spend management for real estate groups can keep the financial side together. Name the site approver too.

What makes contractor invoices different?

Each invoice belongs to a job. The work order says what was requested, the site supervisor confirms what was delivered, and the rate card or approved variation sets the price. Retention and staged payments can change what is payable now.

For an air-conditioning repair billed as two call-outs plus parts, software can match the work order. A site reviewer must confirm both visits and the result.

An invoice against receipt still does not prove a service met the agreed standard. We cover standard purchase invoice processing separately. Here, the site decision comes first.

The FTA's tax invoice checklist covers the invoice label, supplier tax registration number, VAT-inclusive price, and VAT amount. Check those details even after site sign-off.

Where does the time actually go?

These invoice processing steps use illustrative elapsed times, not measured averages. Use your timestamps to separate work from waiting.

  1. Arrival and capture: 10 to 30 minutes. Finance checks the supplier, document, and job reference. A missing work order number sends it back for clarification.
  2. Work order match: 30 minutes to one day. Check the site, quantities, rates, and prior bills. Mixed jobs or unrecorded variations take longer.
  3. Site verification: one to five working days. The supervisor checks the service evidence and confirms the work meets the agreed standard. If nobody owns the decision, the invoice sits.
  4. Commercial review: one to three working days if disputed. A contract manager or quantity surveyor checks any variation, resolves the amount, or requests a corrected invoice.
  5. Finance check: a few hours to one working day. Check tax details, prior payments, retention, cost code, approval, and any amount already certified.
  6. Payment run: zero to five working days. Payment timing follows the schedule and contract terms. Measure it separately from approval.

Illustrative total: roughly two to 15 working days, including possible variation and payment-run delays.

APQC's 2026 research puts the cross-industry median at 15 calendar days from receipt to payment. That includes payment timing and all invoice types; measure site approval separately.

Jennifer Wehbe, Head of Finance at The Healthy Home, described waiting for her general manager to approve card payments: “If he was in a meeting, we had to wait.” The same question applies to your invoice queue: who covers when the approver is away?

What can you automate, and what still needs a person?

Automate the checks that compare known information. Keep a human decision where the evidence requires judgement about the work itself.

Capture invoice details and check required fields.Confirm the service was actually performed at the site.
Match supplier, work order, site, agreed rate, and prior bills; flag exceptions.Decide whether the finished work meets the agreed standard.
Detect duplicate invoice numbers and suspiciously similar bills.Approve or reject a disputed quantity or variation.
Suggest the job code, cost category, and tax code.Resolve evidence that conflicts with the contractor's account.
Route the invoice, remind the approver, and record timestamps.Certify a stage or authorise release of retention under the contract.

Route a matching invoice to its site approver. Send a rate mismatch or duplicate to an exception queue with the reason attached.

At Alaan, accounting automation can suggest codes and move expense data into accounting systems. Check whether your work orders, stage certificates, and retention rules are supported. Software cannot declare that a repair passed inspection.

Keep the invoice, work order, approved variation, site sign-off, retention calculation, and payment record together. This also helps with accounts payable audit procedures.

How do retention and stage payments change the entry?

Retention separates the amount due now from the amount due later. Stage payments show which part of the contract has been certified. Both need their own records.

For a certified AED 100,000 stage before VAT with 5% retention, the schedule shows AED 5,000 retained and AED 95,000 payable before VAT, subject to other contract adjustments. Record the certified stage, amount due now, and retained balance against the job. Marking the invoice fully settled would hide the AED 5,000 still outstanding.

The contract controls the retention rate, any cap, the evidence needed for release, and when payment becomes due. FIDIC's subcontract framework has separate provisions for monthly statements, interim payments, and retention release; it does not set a universal percentage or deadline for every UAE job. Read the agreed terms alongside the UAE Commercial Transactions Law where it applies.

VAT timing needs a separate check. The FTA's real estate VAT guide explains how invoicing, payment, and completion can affect the date of supply for construction stages and retention. Check the treatment against the specific contract and invoice.

Track retention accrued and released, the defects milestone, release conditions, sign-off owner, and unresolved defects. That gives the retained balance a clear route to payment.

How do you fix the approval queue?

Give each invoice a named site approver and a deadline at the moment it enters the queue. Then make the approval possible from the site, with the work order and evidence beside it. A phone notification containing only an amount and an “approve” button is an invitation to guess.

Start with one site and measure receipt-to-sign-off time for a month. Record the reason for every return: no work order, missing service report, unapproved variation, disputed quality, or absent approver. That tells you which issue deserves attention before you buy another extraction tool.

Set thresholds around the decisions people actually make. A routine, low-value job with a matching rate and signed service report can use a shorter approval path. A variation, first-time supplier, or large stage claim should reach the commercial reviewer. Build the owner and backup approver into the purchase requisition approval process so the right person is known before the invoice arrives.

Finally, escalate by age: remind the site owner after an agreed interval and send unresolved invoices to a backup or contract manager. Show finance the queue by site, approver, days waiting, and reason. If ten invoices are waiting for the same supervisor, that is a capacity problem you can solve. A prettier inbox will not do it.

FAQs

What are the steps in contractor invoice processing?

Receive the invoice, match it to the work order and agreed rates, confirm completed work on site, resolve variations, check tax and retention, approve the amount due, and schedule payment under the contract. Keep the site and commercial decisions distinct so finance can see what was certified.

How long do contractors have to submit an invoice?

Use the submission timetable in the subcontract, work order, or applicable project terms. There is no single period to apply to every job. For a staged job, check whether a certificate or payment application must come before the tax invoice.

How can we speed up the invoice approval workflow?

Assign the site approver when the work order is raised, attach evidence before routing, allow review from a phone, and escalate invoices that sit beyond your target. Measure the time awaiting site sign-off separately from finance processing and payment-run time.

How should we handle retention on subcontractor invoices?

Record the gross certified amount, current amount payable, retained balance, release conditions, and milestone date for each contract. Apply the agreed terms and check VAT timing separately. Review open balances regularly so a completed job does not leave a payment stranded.
